Downtown Cape Coral has been built for the pedestrian path to be only slightly elevated from the level of the road.
Other than being an obvious safety hazard this lack of elevation means that there is not enough space to include storm drains which could be part of the reason that Cape Coral flooded so badly during Hurricane Ian.
There is a very small green barrier between the road and the pavement.
These design choices are unusual when considering that this image was taken in downtown Cape Coral which is based around a four lane road which is one of the main roads into town and is consistently busy.
FORT MYERS

Fort Myers is an older town and the pathways are more elevated than those in the neighbouring town.
Due to the height of the pathways there is space to include storm drainage, which with the arrival of Hurricane Ian was proven to be very helpful.
There is also no green barrier between the road and the pavement.
This image was taken in the Downtown Fort Myers which is based around a one lane, one way road which although consistently carries traffic wouldn't be considered busy.
